It is nowhere close to being the worst movie ever made (my vote for that would be I Spit On Your Grave). The plot, while imperfect, makes sense within the confines of the film and the acting is quite good compared to many of the B movie babies it spawned. The movie is even a bit heartbreaking at times when Bela Lugosi is on the screen. if you know the backstory (that he was late in his life and struggling with a serious drug addiction). 

Ed Wood is remembered for his inattention (or ignorance) of small details like wobbling gravestones or a police officer repeatedly pointing his gun at himself. But they add to the charm of the film rather than detract from it. And if you think modern day films don’t have similar errors, you haven’t read the Goofs pages at IMDB.
